About the conference
The International Scientific and Practical Conference “Antimonopoly Policy: Science, Practice, Education” is a key discussion platform for the Russian antimonopoly community on the current issues of competition policy development and improvement of antimonopoly regulation both domestically and in global markets.

The annual conference brings together heads and staff of antitrust agencies of the BRICS countries and partners, leading practicing lawyers and academics from all over the world, representatives of socially important business sectors where competition is of particular importance. It is no coincidence that the conference is traditionally held in the Skolkovo Innovation Center, a place where established regulatory approaches are tested and revised in the context of the interests of innovative development.
In 2023 Russia celebrates the 30th anniversary of the Constitution of the Russian Federation. This year the conference will focus on the role and place of competition protection in the system of constitutionally protected values today, the issues of combating cartels, the peculiarities of mergers and acquisitions in the time of global transformation. The conference will also include a meeting of the BRICS+ Working Group for the Research of Competition Issues in Pharmaceutical Markets, which will discuss compulsory licensing practices and the balance between competition and patent protection.
Milestones

The conference is initiated by the Federal Antimonopoly Service of Russia. The co-organizers are traditionally the International BRICS Competition Law and Policy Centre (formerly the Skolkovo-HSE Institute for Law and Development) and the Skolkovo Foundation.

For the first time, the All-Russian Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education" was held at the FAS site in 2015 with the participation of all basic departments of competition law and antimonopoly regulation.

II International Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education" dedicated to the topic "Competition Policy in the New Economy" was held in 2016 on the basis of the Skolkovo Foundation — since then the Skolkovo Innovation Center has become a permanent venue for the conference.

III International Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education. Digital Economy and Competition Policy" (2017) was devoted to the following topics: competition law in the system of modern education and science, new approaches in defining markets when establishing a dominant position and considering economic concentration transactions, as well as risks for antitrust enforcement associated with the global nature of digital transformation.

IV International Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education" (2018) was dedicated to the adaptation of antimonopoly policy to the needs of the digital economy.

V International Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education" (2019) discussed trends in the formation and implementation of competition policy in modern conditions, the role of international cooperation in improving the effectiveness of antimonopoly authorities, as well as the formation of coordinated approaches to the development and protection of competition taking into account the challenges of modernity.

VI International Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education" (2020) was timed to coincide with the 30th anniversary of antitrust regulation in Russia and was held in an online format. The topics of discussion included competition problems on the markets of pharmaceuticals and medical devices, anticompetitive agreements and antitrust regulation of digital markets amidst a pandemic.

VII International Scientific and Practical Conference "Antimonopoly Policy: Science, Practice, Education" (2022) included discussions on competition in digital markets, the development of exchange trading to maintain competition in commodity markets, best practices for the suppression and detection of cartels, and research on competition issues in pharmaceutical markets.
